DOMINIQUE KOUNKOU
DOCTOR OF PUBLIC INTERNATIONAL LAW – EXPERTISE IN COMMERCIAL LAW, LAND LAW, AND BANKING TRANSACTIONS – ARBITRATOR
Born in Brazzaville, Congo, Dominique KOUNKOU holds a high school diploma in accounting and business management from the technical lycée of Brazzaville. He was admitted to the University Institute of Technology (I.U.T.) in Dakar, Senegal. After obtaining his University Diploma in Technology (D.U.T.), he worked at the National Directorate of the Bank of Central African States (B.E.A.C.), the central bank that issues the legal tender currency for C.E.M.A.C. countries.

Through the various departments of BEAC, he learned to analyze financial statements, study state balance of payments methods, and understand the mechanisms of issuing legal tender in a sovereign country. Later, this experience would inspire the subject of his doctoral thesis in Public International Law.

After his time at the Bank of Central African States, Dominique KOUNKOU moved to France to prepare the Higher Diploma in Accounting Studies. He obtained the three certificates required for this qualification. However, accounting would not be his true path. He discovered sociology and simultaneously felt called to study theology after reading the works of Pastor Martin Luther KING.

He studied sociology at the Sorbonne up to the Diploma of Advanced Studies (DEA, now Master II). He pursued theology at the Free Faculty of Evangelical Theology in Vaux-sur-Seine, near Paris, at the Centres Sèvres, and the Protestant Faculty. He later re-enrolled at the Sorbonne.
Maître Dominique KOUNKOU graduated from the École Pratique des Hautes Études, Fifth Section – Paris IV – Sorbonne. He holds a DEA (Diploma of Advanced Studies) in Religious History and Anthropology – Paris IV – Sorbonne.

Armed with this rich intellectual foundation, Dominique KOUNKOU undertook legal studies. Initially enrolled in a PhD at the Sorbonne focusing on the transmission of religious information in global society, he began to question how laws are formed. The answer lay in the study of law itself. On the advice of his academic advisor, Professor Jean Baubérot, he began formal legal studies.
From that simple question, a deep passion for law was born — a passion that led him all the way to a Doctorate in Public International Law, with a thesis entitled: “The Question of the Franc Zone in Central Africa.” This thesis was published in 2008, at the jury’s request, by L’Harmattan in Paris under the title “MONNAIE AFRICAINE”, with a foreword by Professor Edmond JOUVE. This authoritative work is studied by African academics and researchers of all nationalities around the world.

Naturally, Dr. KOUNKOU went on to join the Paris Bar School. Upon completing his training, he was sworn in and became a lawyer at the Paris Bar.

Maître KOUNKOU is also an author. As part of his fight for religious freedom in France, he has written over ten books. The most well-known among them is “Religion: A Republican Anomaly?”, with a foreword by renowned sociologist of religion Émile POULAT. All his books are published in Paris by L’Harmattan. Globe Trotter CANADA published his book “The Theory of the Tontine”, which cemented his career as a writer.

In 2023, Dr. KOUNKOU was called upon to help resolve the issue of the de-annexation of the State of Savoy, considered the last French colony of the 21st century. His expertise in public international law resolved the issue of Savoy’s independence. He is now committed to advancing the state’s financial autonomy and the development of its international network.
